Found on top of the Messenger of the Gods statue, which is a fast travel point. You can get it on the wrist of the hand holding the staff.

At the top of one of the tall rock columns, the one to the South-West of the Messenger of the Gods statue. If you've just started the game, you'll need a lot of Stamina and/or Blue Mushrooms to make it.
An alternative is to go to the Messenger of the Gods statue. Face the rock column, but Glide to the one on the left with some enemies on it. From here you can Glide to the rock column the Ambrosia is on and climb up the rest of the way.
