To get inside, head to the East side of the island and look for white bubbles in the water.
Dive there and swim through the tunnel to emerge inside the ruins with the Ambrosia.
Hit the switch to open the door back out.

On top of a coastal cliff North-East of Ajax's Fort, and directly South of the heart-shaped island where Ambrosia #9 is located.
To get in, jump down to the two piers with Pressure Plates on them, then use the rocks nearby to weigh them down. Dive where the white bubbles are between the piers and swim up the tunnel, eventually climbing up to the room where the Ambrosia is.
Hit the switch to open the door out.
War's Den Ambrosia #11
